I spotted this lovely woman in a shop in the City Circle today. As soon as she saw my camera (which I always carry with me- never know when inspiration will strike!), she struck a pose, like a true Capitol fashionista. What do you think? Does she have what it takes to outshine the ever-fashionable District 12 Escort, Effie Trinket? With this wonderful Dior design, I think she might!
